Watchdog asserts authority over club owners

The head of English football's watchdog has stated that Manchester City could be forced into a sale if the club was run improperly.

David Kogan, chair of the Independent Football Regulator, made it clear that the organization holds absolute power to order an ownership change. Kogan confirmed this authority applies to City owner Sheikh Mansour if that step is deemed necessary.

Kogan explained that the regulator can instruct an owner to step down if a club is run without propriety, fairness, or fitness. When asked during a podcast interview if an owner could refuse to divest, Kogan replied that they cannot, adding that the watchdog has absolute power to act.

Commission findings and the pending appeal

The comments follow an earlier ruling by an independent commission, which found City guilty of breaking Premier League rules.

The commission concluded that City set up sham commercial arrangements to inflate revenues or reduce costs by more than £900 million, or $1.2 billion, over nine seasons. It also ruled that the club made concerted efforts to stop and frustrate the Premier League during its investigation.

City have appealed that verdict. Because of the appeal, Kogan noted that it is too early for the regulator to step in. He said he will not be pushed into making any judgement until all questions are answered, adding that jumping ahead of the legal process would be a colossal mistake.

Independence and political concerns

The situation has raised worries about diplomatic complications between the United Kingdom and the United Arab Emirates.

To ensure the regulator remains independent, Kogan has pledged to resign if there is any political interference in any investigation the watchdog might carry out regarding City.
